World Summit of Information Society Parallel Event on eLearning opened by Tunisian Minister of Higher Education

15-Nov-2005 » Training Press Releases » The event "Initiatives 2005 - Standards as an enabler of a shared knowledge society" organised jointly by the Agency of Francophone Universities (AUF) and the International Standards Committee for Information & Communications Technologies in Learning Education and Training (ISO/IEC JTC1 SC36) was today opened by the Tunisian Minister of Higher Education opened today at the World Summit on the Information Society in Tunis, Tunisia. UK-based e-learning solutions and consultancy company, Simulacra, is a partner in the event.
The Minister, Mr Lazhar Bououni, was joined by the Chancellor of AUF, Mrs Michele Gendreau-Massaloux. In the formal opening address, they both stressed the importance of learning, education and training in the societal aims of the information society coming out of the World Summit - and the role of standards in enabling quality ICT-enhanced education to be accessible and sustainable throughout the world, especially in developing nations.
Simulacra's founder, Mr Patrick Towell, is Strategy Director of SC36 and Vice-Chair of the British Standards Committee for Learning Technologies and has been heavily involved in programming and organising the event. He gave an opening statement outlining educational e-strategy in the UK. Towell comments: "Simulacra's support to the organisation of this event is in line with our continuing commitment to thought leadership and pragmatic action to implement the best in services in both the private and public sectors to support knowledge management, e-government and advanced eLearning solutions. We are proud to be bringing together stakeholders from round the world to discuss the vital building blocks that need to be put into place to ensure that the opportunities afforded by the use of ICTs in Learning, Education and Training are realised."
Mr David Clemis, Head of the official SC36 Delegation, gave an opening statement on behalf of the SC36 Chair, Bruce Peoples, which identified barriers to the adoption of interoperable e-learning systems which can be aleviated through the creation of truly international standards. "We would like to invite countries who are not currently SC36 members, especially developing countries, to become members to ensure that their cultural and education needs are further represented in our work".

WSIS Background
The World Summit on the Information Society was established in 2001, when the Government of Tunisia proposed to hold a summit and placed it on the agenda of the United Nations. The purpose of WSIS is to "build a people-centred, inclusive and development-oriented Information Society, where everyone can create, access, utilise and share information and knowledge, enabling individuals, communities and peoples to achieve their full potential in promoting their sustainable development and improving their quality of life, premised on the purposes and principles of the Charter of the United Nations and respecting fully and upholding the Universal Declaration of Human Rights" More details on WSIS can be found at http://www.itu.int/wsis/index.html.
Background on AUF
Founded in Montreal (Canada) in 1961, the Agency of Francophone Univerisities (AUF) is a multilateral insitution which supports the co-operation and solidarity between university institutions working in French, with a priority on the French-speaking countries of Africa, the Arab World, of Southeast Asia, of Central and Eastern Europe and of the Caribbean. It also contributes to the development of higher education and research.
AUF has 534 insitutional members in countries which are members of the International Organization of the Francophonie (OIF), together with a network of more than 350 departments of French studies of university establishments of the whole world. Since 1989, the Agency is a direct operation of the OIF and it takes part through the support of the States and governments having French on their part, with the construction and the consolidation of a scientific French space.

Background on SC36
SC36 is part of the joint activities between international standardization bodies ISO and IEC in the area of information technologies organised under a body called JTC1 (Joint Technical Committee 1). Its vision is: A unified set of IT international standards and guidance widely accepted bgy the intended class of users in the Learning, Education & Training market. Its scope is: Standardization in the field of information technologies for learning, education, and training to support individuals, groups, or organizations, and to enable interoperability and reusability of resources and tools.
With representation from 27 countries and several key internationally-recognized organizations in the fields of learning and standardization, SC36 brings together strategic, technical and subject-matter experts who bring to bear their collective knowledge, experience and abilities on the use of information and communications technologies (ICTs) in the field of learning and education.
